Job Description:

CSRA is seeking a full time Program Manager at our government client’s, U.S. Navy site located in Suffolk, VA managing the Collaboration at Sea (CAS) Program. CAS is the U.S. Navy’s standardized, web based tool kit, which allows war fighters to exchange classified, tactical, and strategic information between U.S. Navy afloat units, Fleet Headquarters, coalition partners, and non-governmental organizations depending on the operation or exercise. The Program Manager will manage all facets of the CAS program.

Job Description/Requirements:

Candidate must demonstrate proficiency in all aspects of program and project management, personnel management, and financial management of up to 24 CSRA and sub-contractor personnel. The CAS team is tasked with providing software development, Tier I/II/III help desk support, application testing, technical writing, and configuration management for CAS web based software hosted on 1800 servers among eight separate enclaves used by more than 30,000 users worldwide. Candidate must be able to direct all phases of the CAS contract’s life cycle from inception through completion and will be responsible for the cost, schedule and technical performance of the CAS program. The candidate will participate in the negotiation of contract and contract changes to include the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. The candidate will act as the primary customer contact for program activities, leading program review sessions with the customer to discuss all facets of cost, schedule, and technical performance. The candidate will establish milestones and monitor the team’s adherence to master plans and schedules, identify program problems, recommend and implement solutions, and direct the work of employees assigned to the program. The candidate must also possess the ability to post job requisitions, review resumes, interview candidates, determine salary requirements, and make hiring decisions.

Education: Bachelor of Science degree in Computer Science, Information Systems, or other Engineering discipline required. A Master’s of Science in Computer Science, Information Systems, or other Engineering discipline strongly desired. A PMP certification is desired. Work experience in lieu of a formal degree will not be considered for this position.


  • The candidate must possess a minimum of seven (7) years practical experience at a professional level in Information Technology (IT) Systems / Information Operations (IO) within or supporting the Department of Defense. Additional experience should include the following:

  • Seven (7) years of experience successfully managing complex projects or programs at the program management-level, with responsibility for management and control of cost, schedule, performance, and personnel, and communicating/interfacing with multiple stakeholders and customers.

  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures required.

  • Experience in preparing and delivering briefs; and drafting documents to high-level audiences (O-6/GS-15 level and above) required.

Other Requirements:

· Candidate must possess and maintain a DoD SECRET level clearance.

· Retired military officer at the O-4 or O-5 level highly desired.

· Travel required up to 10% to CONUS and OCONUS locations.
