This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff.
Mission Statement: The Joint Staff supports the Chairman of the Joint Chiefs of Staff (CJCS), who by law is the Principal Military Advisor to the President of the United States (POTUS) and the Secretary of Defense (SECDEF), in performing his statutory duties of providing military advice and recommendations to the POTUS and SECDEF; assisting the POTUS and SECDEF in carrying out their command functions; providing for the strategic direction of the U.S. Armed Forces; and overseeing the activities of the combatant commands.
Comptroller s Mission Statement: Lead and manage all Joint Staff Planning, Programming, Budgeting, and Execution processes, controls, systems and data, all funding, accounting, and financial reporting; provide procurement and contract guidance and oversight; lead the Joint Staff's Managers' Internal Controls program; and act as the Enterprise Business Accountability System Program Manager.
Financial Management Mission Statement: Provide effective and efficient management of resources in support of Joint Staff operations consistent with legal, regulatory, audit and command guidance.

As a Financial Management Analyst at the GS-0501-12/13 some of your typical work assignments may include:
- Provides expert advice to senior managers and others on all phases of the budgeting process, including formulation, preparation, execution, and accounting.
- Prepares accurate reports and financial statements based on broad analyses of complex financial issues.
- Lead efforts that pertain to the planning, programming, formulating, presenting, and justifying of accounting records, budgetary reports, and other financial-related data.
- Operates and monitors the established JS Enterprise Business Accountability System (EBAS) to ensure transactions arc coded and entered in a formal appropriate to the United States standard general ledger and the standard financial information structure.
- Establishes financial plans in the EBAS to meet the requirements of JS approved programs and updates budget target data on the basis of Office of the Secretary of Defense (OSD) budget changes, or JS Comptroller directions.
- Reconciles transactional data using available EBAS and Defense Finance and Accounting Service reports.
- Utilizes EBAS to review, input, and correct transactions affecting the JS budget.
- Serves as an advisor to and maintains close personal contact with senior staff in JS Directorates, DOD-wide agency analysts, and the combatant commanders to determine the status of budget and staff resource requirements.
- Conducts formal presentations or briefings with key officials in the JS Directorates to assess the resource requirements for functional transfers lo, or from, the OSD and other agencies.
- Analyzes complex and voluminous financial and budgetary information, including data with contrary information and recommends resource requirements when the funds involved are not clearly defined and subject to negotiation.
- Prepares position papers, reports, analyzes, and financial/budgetary projections that identify trends and other financial/budgetary information for consideration by senior management.
- Plans and carries out long-term work and serves as an expert in all phases of the planning, programming, budgeting, and execution (PPBE) processes and systems.
- Works on corrective financial actions that relate to such issues as General Accounting Office (GAO), Inspector General, and financial improvement and audit readiness (FIAR) reviews.
- Serves on working groups and other team endeavors.
- Performs other duties as assigned.

One year of specialized experience equivalent to the GS-12 grade level in the Federal service: * Ensuring complex financial transactions are coded and entered in a format appropriate to the United States standard general ledger and the standard financial information structure in an Accounting Budget System. * Communication skills as applied to the preparation and communication of plans, reports, charts, graphs, briefings, and related correspondence in order to provide clear and concise budgetary and financial information. * Using financial management regulations and programs, federal budgetary policies, procedures, and processes in order to develop clear and concise financial management operating procedures/policies and systems guidance that pertains to the budgetary process. You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: * Applying the theories, concepts, principles, and practices of financial management to provide advice on all phases of the budgeting process including formulation, preparation, execution, and accounting. * Ensuring financial transactions are coded and entered in a format appropriate to the United States standard general ledger and the standard financial information structure in an Accounting Budget System. * Conducting financial analysis in order to conduct complex analysis and to identify and propose solutions to financial related issues/problems that are significant and impact assigned programs, policies, and operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
